That "WAMUQ pumping" site is what is known as a "MFA" site. "MFA" means "Made for Adsense". Adsense is Google's cooperative advertising program.

Website publishers provide content–in the case of the referenced site, very little–of varying quality. Google places ads on the site relevant to the content and shares the revenue with the site owner.

Publisher's of MFA sites may or may not provide significant value through their content. Some, regardless of subject, do supply real value, others don't.

I looked at the main page of the site and saw a very basic article regarding selecting a broker.

The particular site provides, in my opinion, very little, if any, real value. The total objective is to get ad clicks, and consequently money.
