You can file a complaint directly with the SEC. The last time MCLN was on REG SHO, many got FTD notices on their trades and filed reports requesting relief. I believe it helped. Here's a prior post on the subject in this forum (acknowledgement and thanks to the member for their suggestion):

This time around, pointing at the daily short and cover pattern to produce volume and volatility in push-down of PPS is something that needs investigation (IMO). It's very possible there is already an ongoing investigation. Regulators and enforcement officials aren't stupid. However, bringing it to their attention can only help motivate a check of the WHO and the WHY.
