Not sure. Also some may have orders in to buy at .63 so they get insure getting their shares without having to chase it or miss out. Lets say someone is off to work and can't be on line to watch the stock. Maybe in anticipation they put their order in at .63 and then off to work. Hoping to come home and find their order filled and the pps at say .70.
