"...an obstacle course of Republican amendments and procedural objections...."  I suppose that includes the effort to "un-exempt" Obama and top Congressional members and staffers from the effects of the bill?  (A simple yes or no will do.  I don't need a morality lecture from anyone who writes legislation exempting himself, or from anyone who supports him in that effort.)
