Absolutly! The notion of, " every sell there is a buy" is too simple. The MM can create a black hole where shares don't even exisit. With a middle man such as with the MM system, the shares can just be held with brokers till a better time to sell.
Getting rid of the 3 day rule to clear trades is at the heart of this problem.
