You got that correct:
Total Outstanding shares is not same as A/S.

The key point to be addressed is the total OS must consist of the total of each class of common stock and those whole numbers cannot exceed the total Authorized common stock.

ie. Class A + Class B cannot exceed the 1.5bil authorized shares (unless Dean raises the A/S again), and the class B has to be equal to 40% of the total O/S.
