The PR put out by QASP says: 40 % of the OS. The AS was increased to accomodate that 40 %, to be given to the lender.

soooooooo, THE OS at that moment Plus the 40 % of the OS at that moment should not be greater than the AS (1.5 billion shares)>

What is so difficult to comprehend?
