Yes, I remember the issues. I can only believe what a PR states and take it for face value.
So I believe they did have to upgrade the size of the routers to handle the feeds.

Anyways, here is a link that will shed some light on the level 2 quote change FINRA was responsible for. And maybe this had something to do with the delayed roll out of the feeds as well.
