Chipset shipments always lead CPU shipments since the CPU is installed just prior system shipment. So good chipset consumption is positive.
However the MB vendors all compete with one another for system opportunities and they are disconnected from the real end user demand.
So it's possible that the MB vendors are all chasing the same OEM system deals and ordering as if they are going to be the winner.
This isn't nearly as bad as the MB vendors not ordering enough chipsets which would limit eventual CPU sales due to lack of sockets but it will cause some disruption if in fact they are ordering too far in excess.
