Many people believe that the ChiOsc represents the manipulation of the market makers. So obviously with it being so low one can see there tremendous efforts at shorting the stock.

A good sign on a stock chart is to see The OBV indicator, the ChiOsc, the MFI and the Accum Distr going up at the same time.
