I think it can work both ways. I have seen many different traders that will pay cash to a promotor to pump their stock so they can dump and the PPS definitly tells the story. On the other hand if it is a company that is not known too much it may be worth the company paying someone a little to get a little more recognition. Nothing in this world is ever just black and white.
