I think you are spot on here, yet again hermso and this of course is only half the story. Your scenario deals with confirmation of the candidate.

What happens to the PPS upon the R/M being tied off and completed is something of an unknown and potentially a pleasant unknown. If it is this colossal hydro company being mentioned I think we can say we'll see more than a nickel and a dime. JMO.
