Not sure what you mean by "smart money" as typical translation = institutions and there is no signs of that going on... perhaps they are looking at the drivel?
JBII is no different than most OTC companies IMHO-- get people to buy the story as if it were coming to fruition tomorrow when the true tomorrow may never come and most certainly is farther out in the future than the appearance...
...concerted effort to create liquidity that so far has not been either attained (in terms of averages over time) nor maintained.
Fair to trade in terms of milestones but so far your suggested "attained" ones don't accelerate the current required ones to attract the "smart money" IMHO.
