If the white collar crime laws are new, then how do suppose they will apply to Petar? After all, E-Post Facto laws are prohibited by the Canadian constitution (Section 11(g) of the Charter of Rights and Freedom), I believe.

Would you care to elucidate on how these new laws are applicable to past acts?
