That chart show market makers NSS during the day, not borrowed shorts.

It shows me that instead of raising the BID and getting some shares to sell, which would allow supply and demand to set the price, the market makers just sell shares that they don't have.

After all their job is to sell shares. The fact that they don't have any to sell never stops them.
