A note from my favorite conspiracy theorist:

Sir Alan wants to go down in the history books as the greatest central banker ever. He knows rate cuts have/are/will not get this economy going. He's getting desperate. He also knows that as long as the Democrats control Congress, the only thing left that can save this economy, and his place in history, will not get done. He needs the Republicans to gain control of Congress so that there is a chance of passing the major tax cuts that might possibly save the U.S. from a Japanese-style financial collapse. The only card he has left to play is the PPT. It appears he is using the PPT to rally the markets to get voters feeling good enough about the economy and their retirement accounts that they will vote for the party of our nation's leader.
