I'd say they'll be bidding on the engineering/development along with the other firms mentioned. It did indicate that it's the "re-launched 228" that they're retrofitting.

I see quasar as having stepped in with the cash and gotten the bigger piece of the action. The earlier program obviously stalled out due to lack of funding. Quasar is now in the driver's seat.
