Someone else pays for the cost of the war.

But Canadian Oil Sands development requires the PURCHASER
to pay, so hey, that war is MUCH cheaper (if you are the
guy who is buying the oil).

So BUY the politicians who will BUY you a war and then you
can BUY your product at a cheap price (relatively).

It's just the 21st century full flowering of the purchasing agent function in modern business!
