During a visit to the Russian Federation, Venezuelan President Hugo Chavez Frias has signed an energy and arms agreement with Russian President Vladimir Putin.

Both countries have agreed to act as mediators between the Organization of Petroleum Exporting Countries (OPEC), independent producers and consumer countries to stabilize the world oil market.
On Thursday last, Chavez Frias told Russian oil sector business persons that the price of crude should be lower than $30 a barrel and that the OPEC band of $22-28 a barrel is no longer feasible.
The Venezuelan President has also announced that Venezuela will purchase 100,000 Kalashnikov assault rifles, helicopters and anti-tank and air defense arms. "We are purchasing the arms to confront any enemy, internal or external ... let them know that they will have to fight against a people prepared, especially morally and with magnificent weapons."
Venezuela, the President adds, is permanently training its troops, calling up reservists and rearming the Army to defend the country and the Bolivarian Revolution.
Colombian Defense Minister, Jorge Alberto Uribe has played down the Venezuelan purchase, saying Colombia views the acquisition with respect and adding that Colombia does not consider Venezuela or any other Latin American country as an enemy.
Hugo Chavez visits Iran Sunday, November 28, 2004 (Tehran):
Venezuelan President Hugo Chavez arrived at Mehrabad International Airport south west of Tehran early on Sunday morning for an official visit.
During his two-day visit Chavez is scheduled to hold meetings with various senior Iranian officials. They are expected to discuss oil and gas prices within OPEC and seek closer economic ties.
Six ministers from Chavez's cabinet are accompanying him on this visit.
Iran is the fourth country on Chavez's tour. He has already visited Spain, Libya and Russia and is due in Qatar later in the week.
Venezuela is the world's fifth largest oil exporter and a leading member of the Organisation of Petroleum Exporting Countries (OPEC). (AP)
