Ok "operations have commenced"; you now added the word operations but I still agree with you. To me that does not mean the large P2O which arrived early Nov. 2009 is making oil. I guess you assume it means that. Commenced to me means started. So I assume he is saying the small scale unit was successful so we are starting(commenced operations) on making a large scale unit.
Maybe the problem is you think "operations have commenced" as meaning the large P2O is making oil and I thought it meant they have started the enginering for a large scale P2O because the small scale unit was successful.
