As I read the statute, it lays out the means by which a wholesaler, distributor or producer CAN NOT restrict others from selling to a retailer. All of the things they can't do relate to somehow exerting control over the retailer. I would think Mexcor would be aware of these restrictions and have avoided them for the many years in which they have done business.

At least that's my take.
