Clearly stated in the press release:

Stepan Havrysh, who is the authorized representative of presidential candidate Viktor Yanukovych in the Central Electoral Commission,

And the reason I posted:

To have himself sworn-in when the final results have yet to be announced tells me Yushchenko’s backers are too anxious and that perhaps the August press release is unfortunately accurate.

In other words although Havrysh is in Yankovych’s camp Yushchenko’s actions now seem to lend credibility to the Havrysh release.

As far back as August 27, 2004 Yuschenko’s campaign team was supposedly preparing to declare the presidential election invalid if Yanukovych won. This really bothers me. http://www.ukrnow.com/content/view/495/

By having himself sworn in Yuschenko declared the presidential election invalid before the results are even known. His actions really play into the release even though it was from Havrysh.
