Correct, but not "several billion dollars" worth of logistics.

This isn't a government operation.

I would also speculate that with the downturn in worldwide shipping coupled with the excess supertanker inventory, one could get a ship relatively cheaply.

I predict future happiness for Americans if they can prevent the government from wasting the labors of the people under the pretense of taking care of them.
