Jessme, "22 employees of the Company and two consultants getting options". Actually that's not correct. 22 employees and two consultants are getting "Awards" i.e. free stock. The options are being given to "substantially all of the Company's employees". Of course, the vast majority of those options are being given to the few in senior management or BOD positions but, aside from the consultants getting options, that part is probably not much different than what goes on at most companies.
