There are a lot of opinions in that post. As a former interim and current permanent head of a federal agency, I can factually confirm that putting off/avoiding making decisions is not only frowned upon but it's the quickest way to make sure that interim tag doesn't turn into a permanent nameplate.

" we've heard this week was that the interim head of the devices division at FDA was appointed to be the permanent head of the division. Dean offered in the last conference call that he was much more comfortable dealing with this individual than the previous head of the division. However, as he was just an interim head, he was likely to avoid making any decisions (a la approving a medical device that gives off some radiation) if he did not have to (i.e., save it for the permanent head). Well, now he is the permanent head, so he's going to have to make some decisions. The news was good for two reasons:

1) We now know for sure who the guy is that will make the decision, and he is a guy that Dean is comfortable working with.

2) The guy making the decision is no longer "interim," so he is more likely to make a decision than to put it off for someone else.

That's why we've been trending up steady since that announcement
