It still does not fix the consistent missed deadline issues, and once again another deadline will pass this week and you will think it is alright. I did not say it was shut down but this quote from DMs post surely does as he is relaying information from management and that says exactly that Extreme Biodiesel plant is shutdown:

They are waiting for the $1.-- Fed.Tax Credit issue to be resolved before re-starting and while they're waiting , RT says the Fire Marshall is asking for a few corrections to their plant , which they are working on now.

You can pretty up the words all you want, “holding pattern” in producing fuels means the plant is shut down.

I cannot help but notice your reluctance to address my other questions, just sticking to hope that this new investor is going to right the current wrongs. Got a long ways to go to repair the damage of unfilled PRomises…
