I don't agree with the analogy of arsonists, but either way, the metaphor changes dramatically when it's 40 (now 41) arsonists against 58 (now 57) firemen (+2 "other"), where everyone has an equal vote, and you need 60 votes just to get the vote up for a vote.
You can try making a deal with some of the arsonists - after all, maybe deep down, at least 1 of them doesn't like setting fires. Or you can influence the +2 "other", but 1 of them behaves just like an arsonist, most of the time, and even with the +2 "others" on board, you're still 1 vote short of putting the vote up for a vote.
From my point of view, the firemen ought to put the spotlight on the arsonists, and try to turn American activists into influencing the votes of their local arsonists, or threaten to vote them out of office.
Trouble is, most of the people in these local districts think that their arsonists are much better at putting out fires than their local firemen, and so they keep on voting the arsonists into office instead of the firemen.
And moreover, you have an entire wing of the nation's media saying that, perhaps, arson is good, and we should be supporting our local arsonists, because our firemen are really the ones setting the fires that are destroying our country.
So people get confused, or frustrated, and they keep on voting arsonists into office, if at least just to do something different, because the firemen haven't been able to put out any fires, recently, which must be proof that they are no good....
