This should not only not come as a surprise, it should be anticipated. 2009 was dismal for most businesses across the country. It's shouldn't come as a surprise that companies did not undertake new projects after the 3rd qtr last year when 2010 financial planning traditional begins. The unstable environment would also make it more likely that certain projects would be delayed until the subsequent calendar year. I work for a very large and successful financial institution, one of the few which was and remains financially stable, and even we delayed our share of projects during 2009.

2010 continues the recovery though and this release does nothing but assure us that these projects are not dead, and discussions are on-going. Considering what I knew about these deals when I woke up this morning, this release can only be viewed as positive in my opinion.
