Why wouldn't you see the "decline" as a response to a fall in demand, seeing as how much of the previous rise went to overbuilding commercial properties that are currently unoccupied?
I have no doubt that demand is down. But it is only one factor.
Other factors leading to lower lending by banks:
- need to strengthen their balance sheet; - bank examiners pressure (this is particularly a problem on commercial real estate loans for small and mid-size banks). - declining RE values.
