2 Main Online Brokers do not seem to feel this way, what will it take to get off the restriction list??

As for Scottrade, it will take the brokers to prove that they can deliver the certs in a timely manner after funds have settled. I have no idea what it will take for TDA because they will not state a reason for halting buys.
