The country is loaded with highly trained and underpaid or unemployed research doctors who would jump at the chance to lead a research project for very little pay. There would be almost no capital requirements for setting up a herpes study over there. China was an add-on option so it is highly likely that even less, and probably nothing, was started or spent there.
