Sorry if you cannot understand the regulations governing the matter but as a reporting company they are obligated to file that is a fact. Eventually that will catch up with them and they will be revoked if they don't. The SEC has made a priority of doing this and even set up a team which all they do is go after reporting companies who are not filing. That is why there have been hundreds in the last couple of years.
