I believe you're right that all commons would be treated the same. Others correct me if I'm wrong. I also don't see how they could avoid paying all commons if there is a settlement. Again, anyone, correct me if I'm looking at this the wrong way. For that matter, it's hard for me to see any way that commons would be canceled. JMO.
