Well, I read the Biomed Report also and took it for an announcement as to who they were working with for manufacturing. This paragraph was in the beginning:

The company that will be joining him on the historic journey has been identified as Sparton Corporation (NYSE:SPA), who provides design and electronic manufacturing services, which include a range of engineering, pre-manufacturing and post-manufacturing services on a contract basis.

RFQ's are the way Fortune 500 and 200 companies go, but not necessary small start-ups. I gathered that this was already discussed and agreed upon.

Also, as stated in the end of the report:

News of this development for the company will no doubt generate interest in the firm and according to Spencer, some media outlets and newspapers have already begun to reach out to him for articles and profile pieces.

It was a good thing for Biomed to give us a leg up before this hit the media outlets and newspapers. I could be incorrect, as I am viewing this from the other side of the fence; i.e., enginnering.
