If you were evaluating an employee (in this case Bush) what would be the reasons that you would want to keep him and what would be the reasons that you think he should be replaced?

Surely he isn't perfect in your eyes?

Kerry shouldn't even enter into the equation at this point. You are simply doing a job review of your current employee. You haven't even contacted a head hunter yet.
