They lock in ownership of 54.5% of NEOM...

They place (sell) this block of NEOM shares to the highest bidder through Goldman or equivalent...

The pps is *already* diluted (reverts to sub .013 or so)--that's what my calculation tells me in my recent post re: 54.5% ownership...
