CPRK is selling restricted shares in private placements. Those who bought the restricted shares may take them to market once the restriction period is over if they choose. As far as the TA is concerened, they manage the shares CPRK has put out there, they do not buy them from CPRK or those with the restricted shares and sell them. Now, a MM may do that for someone with a large postition looking to unload that position, but once again, nothing to do with the TA.
