We have never started programming the AV because we didn't have enough money to have OSR do it. It will cost a minimum of 3M dollars to create the AV software. We never had enough money to start the AV and line Dillon's pockets at the same time. Dillon chose not to put the 3.2M from the last PPM into the AV software, that and the fact that Ernst didn't know if it would work or not.
