Sure.. I think it fair to read PR words as:

Secure - does NOT mean a contract with set quantity, delivery, or price. If there was such - Zenergy would state. In PRs, take the least favorable meaning - experts worded it to imply more to non-critical readers.

Restart - Plant is closed - must be a reason the builders and believers closed. They were smart enough to build and run the plant. Probably economics that closed it. Zenergy has never ran such, or any, facility. Who will do that?

Key is economics - yes, just impressive filler words. Adds nothing.

Favorable environment for profitability - phrase worthy of government - WHAT?
