This looks to be part of a concentrated effort by Russia, China and many other countries to enhance the influence of the United Nations as a means to neutralize NATO who is perceived as America’s whore.

In a very real sense, NATO has become a "joint criminal enterprise," with the goal of imposing by force political objectives of the United States and its European satellites on unwilling nations. #msg-3667075

Brigade for UN operations to be created in Russia
Oct 25 2004 2:51PM BRUSSELS. Oct 25 (Interfax) - Russia is to create a land brigade to take part in UN peacekeeping operations, Russia's representative in NATO, General Konstantin Totsky told journalists on Monday.
He said that the brigade, to be created in 18 months, would be a mobile unit.
"A significant civilian component should be created there, including field hospitals and sappers' brigades. This brigade should also be able to work with civilians," Totsky said.
Earlier on Monday, Russian Defense Minister Sergei Ivanov said at a meeting with President Vladimir Putin that the first Russian peacekeepers brigade will be deployed in Samara.
