You mean when refineries, chemical plants, etc. are built the permitting is done later?? I don't think so. Permitting is done first, with the plant subject to final inspection before start-up...even the location has to be approved. It would be silly to spend money building something that requires inspections during construction/installation or EPA permits/studies before operation.

Short-term flipping only, IMO!!!

Note: My comments on companies
are usually my opinion of long term success (years). The PPS may go
up or down greatly in the meantime depending on the number of
greedy suckers with money.
