Outstanding yes. As mentioned before at 48 million (and increasing!). AS = Authorized Shares. A number that can be pulled from to increase the Outstanding shares at any time without prior notice. It doesn't mention any reduction in the report that I can see.
If it's been reduced to 100 million this is a major step in the right direction.
