the real world won't be addressed by regulation/police action. the under the table/non-sub 'licensed contractor' will always drive the economy under the radar. the little guy doesn't work enough days in the month, in a good year, year after year, to want to deal with the paper work/tax withholding crap to make a stink. in any utopia work society, it will always come down to the drive/motivation of the individual to find work, big brother or not. one of the most motivated cement finisher/set up guys i know was a stoner daily, but had the gumption to drive the job circuit/find them to keep as busy as possible. the last thing he'd want is a gov't hand out.
so what's the answer? survival of the fittest. the 'no' party? is much maligned. too much capacity can't/won't supply 'supply'. so the individual has to get up each morning willing to get thru it, because individual dignity demands it.
