The dollar carry trade strategy, is a strategy, in which low-yielding currencies are sold to finance the purchase of riskier, higher-yielding assets.

"they" are selling dollars, using that capital to buy stocks, bonds ect.

It is a form of extreme leverage, which can cause extreme moves in both the dollar and stocks.
