I received a call back from the SEC with regards to our discussion. I fully expected a clear cut, concise, definitive answer but do not feel I got one. I went over everything we have discussed, he read the filing and the registration file number, 1310.4 and everything else. I will be trying another source this week but the following is what he could gather, but wasn't 100%...

In his opinion, the 8-A12G was effective when filed on September 28th.

He also did not understand why they needed to attach the file number to prior registration when they checked the boxes they did. Anyway, I will assume his statement and your assessment are correct. If I find anything to the contrary I will report back..Good work, thanks...
