That's a good question. Who is running the company? Looks to me like the company is RCC/IWS. That was/is a "privately held subsidiary" of RCC Holdings? A long time ago, when RCC Holdings put out the releases, they would name RCC/IWS as a wholly owned subsidiary. That doesn't happen anymore.
