If a proposed 21% cut in payment rates goes through in 2010, it could spark a physician boycott against new enrollees.
I thought that all the cuts came from the "Medicare Advantage" program that gave subsidies to the private insurance companies, and whose benefits were debatable.
I was not aware of other cuts in the program.

It's possible he is misunderstanding where the cuts are going. I haven't seen anyone propose cuts against reimbursement rates.
He may have some good points about current reimbursement issues, but I think the confusion here is in thinking that the proposed cuts will make this worse, when the two things may have nothing to do with one another.
