Of course people loaded up on oil inventory when prices were low. That is why there is so much now. As prices rise the inventory will be worked off. Some of these reporters don't even understand the basics of the oil supply chain. A lot of the oil in storage is heavy oil too and not enough refineries exist to refine all that oil.
