I sent Dean an email asking about additional requirements I found to qualify for FAA 141 certification to bring foreign students into the US. QASP's 10/15/09 said they had the planes they needed to qualify. They also need to graduate at least 10 people from their training courses to qualify. My email and his reply is below.
I sent another email this morning asking if they had graduated 10 students. He replied they have graduated more than 10. He also said they will issue a PR by Wednesday this week.

Fran: We are picking up the last aircraft that we require for 141 certification. It should only be a matter of days before Joshua has the FAA inspector in to complete our 141 approval. Yes, the flight school is open. I will share some photos with you sometime this coming week that will give you some idea of what we are doing. Dean

You stated in your email "You must be 141 certified to gain approval of the State Department and the TSA to bring foreign students in for training."
I understand you currently have 11 students and the flight school officially opened this year.

56. Revise §141.5 to read as follows:
§ 141.5 Requirements for a pilot school certificate.
The FAA may issue a pilot school certificate with the appropriate ratings if, within the 24 calendar months before the date application is made, the applicant—
(a) Completes the application for a pilot school certificate on the form and in the manner prescribed by the FAA;
(b) Has held a provisional pilot school certificate;
(c) Meets the applicable requirements under subparts A through C of this part for the school certificate and associated ratings sought;
(d) Has trained and recommended at least 10 different people for a knowledge test or a practical test, or any combination thereof, and at least 80 percent of those persons passed their tests on the first attempt; and
(e) Has graduated at least 10 different people from the school's approved training courses.
