My guess is that the company is broke. It can't afford to pay for chewing gum. There is no reason to not stop filing. "Previous management stole the records" doesn't make any sense. They should at least keep the company registered in Delaware which it is not. Failing to even pay in Delaware is a sign of corporate poverty.
